I wouldn't believe that article because generally, when people steal stuff, the consensus among the people who don't have to steal stuff like that is that the people who DO steal it, do so for drugs. Makes it easier to ignore poverty.

I know poor people and I know even poor people want to have clean clothes. Almost as if they're no different from us better off.
