Normally ”hamburger” would mean with bun, but there is a special street kitchen terminology where you always specify what you want with your hamburger, sausage, falafel, etc. Though they do tend to ask you what you want with it if you don’t specify. If you then say ”nothing”, then you’re on your own. Defaulting to mashed potatoes seems unusual, but it’s a perfectly normal order.
