Mandatory voting is easily enforceable; the current system already records *if* you vote. The system in Australia works reasonably well; it is easy enough to be excused from voting, but because almost everyone *does* vote it is a community event, usually known as 'sausage day' because they are given away at polling stations.

SCOTUS 2000 decision over-ruled the Constitution, affirming Federal over State in elections.
