also important: how do they prevent me from making a feed labeled "terrible people" and filling it up with my enemies to make them easier to harass?

Basically, opting in is important at every level. Just because my posts are e public doesn't mean I want them intermingled in some kind of thematic group that that I have no control over. At the best least you need to be able to opt out of being in someone's shared feed, by that also requires me knowing I'm in it.

The idea that anything public is fair game for anyone to do whatever they want with should never ever be the default, and so few of these entities are thinking about it that way.
