Thanks for the thoughts... I agree in the sense that the movie had a weird relationship to "menace."
The movie simultaneously wanted the anti-disclosure conspiracy to be scary and menacing one scene, until the next scene where "hey they're all just human beings." The aliens were presented friendly and benign, until you take a step back and realize that they were experimenting on children...
