I would love to see more RTS games with a cartoony artstyle.

Have you perhaps played Starcraft with the Carbot animations on? It's a small mod which turns it into a very silly parody, and works out pretty well.

Alternately, I can suggest the classic turn-based strategy "Moonbase Commander", though that one was more a cute abstraction than it was a *generally* cute game.
