1% of that is 500 million
honestly, I know it sounds absurd (and it is) but in the federal budget, 100 million dollars is just not a lot of money; it is such a small amount , it has zero real world impact on other spending
true, it maybe used to justify cuts to other places, but realisticaly 100 million is a tiny tiny amount
