The thing here is: every year, hundreds of elderly die from heat. That's not news, that happens since whenever we have data. (i remember a novel from the 1960's where a supposed murder case turns out to be just a death by heat wave). The news is: we have a solution for that, and it doesn't cost much, a few hundred bucks per household. The whole world uses AC in summer, except for Europeans. You could blame the cost for that in the 1970s or 1980s, but today? This is no longer an excuse.
