Because we have much better knowledge of how diseases are transmitted, and which ones are likely to kill.

It still is a judgement call for novel pathogens in humans, or known pathogens that may have evolved more dangerous characteristics. Constant, overly restrictive control measures for pathogens that don't absolutely require them would undermine public support for those measures when they are needed in stopping a pandemic.
