your car's MOT includes a mileage report. Super easy to monitor, and the cost can be charged right then and there (before your MOT certificate can be released and recorded in the system). It's something anyone can check at any time, so no surprises. Obviously something would need to be in place when selling/buying second hand, but it would be a massively low admin way of charging per mile for any car that is of MOT age.
