Not sure about camelias (I "could" do some experiments to find out this season, as we've got a few), but I know that hebe's are reasonably compliant in this regard
Have successfully rooted 1-2 this way.
* The first is now about 2 years old, with multiple new side branches growing last year
* The second one still has some green left it its leaves after winter, though they are somewhat droopy. Am now just waiting for it to put out some new growth to confirm it really worked
