yes, this is the perennial problem of trying to leave the provision of 'affordable' homes to the private sector - anything built under sufferance is unlikely really to be for purpose - they'll just try to do the minimum possible not least as they don't want the 'affordable' homes catabolising the bottom end of their own market(s)
