A good volunteer. A retired person, or a teacher with summer time, a student or the head of the local church choir. Get these people with sharp minds, boundless enthusiasm, deep community times and a modest amount of free time on your side and VOTES will come with them.
Spend your meager funds on a pizza to keep them going, or a car to pick them all up if it rains when they are out.
