2. Applications to use NASAs orbital telescopes are totally anonymous, the applicants are given lots of advice about formatting and wording so they are, visually, all pretty similar. Decisions are therefore made much more on the merit of the project not the organisation proposing it, again this has made a big difference to who's projects are getting accepted.
It is possible to improve maters, just not easy, especially if it involves face to face interviews
