Sounds like it's just being used for storage so yeah, there's several. I use Proton from the US--though I've yet to use this feature of my account.
You could probably roll something custom up fairly quickly with a good budget. Maybe a private IPFS or something, if you can create good enough access control and that should right in line with what that system is designed for.
Must be something complex under the surface, otherwise there's no reason to do this.
