I suppose it’s possible that they failed to notify the FAA, or that something was on that shouldn’t have been.

Aside: back when I was at UPenn, some student got one of those Chinese GPS jammers and left it on in their apartment over a weekend. It turns out that’s an extremely efficient way to meet lots of federal agents from different agencies.
