White Sands is NOTAM capital of the western US between the missile launches, multiple drone programs, secret squirrel facilities, etc. But Holloman has a tower with a radio and radar and a telephone and can issue advisories to nearby traffic/towers in addition to the NOTAMs as a courtesy.
Yes, a lot went wrong in the cockpit, but cockpits can be busy places, leading to “caution wake turbulence” advisories to small a/c at every clearance, etc. If I can get a cursory wake turbulence advisory on the takeoff roll, a “btw your GPS doesn’t work today, got a map?” seems like a fair use of airtime.
