Well, it's two unrelated things. A domain *existing* is as simple as a record in a text file on some computer saying that this name exists. Usually, it also specifies an IP address for it (but see fedora.email's alt domains, like harpy.wivesfor.sale, for a whole bunch of examples without - they just have an MX record, which is all that's needed to use it for email).
Once a domain exists and points somewhere, you just need a program on that computer listening for people that want to talk to it, and that program can be one that checks the domain and determines what to do based on it. Or it can just ignore it and do the same for everyone.
