That is true, I tend to over look the Bretton Woods institutions of the IMF/World Bank a lot and the abuses they do since I grew up thinking they were the good guys. On the other hand, you can't deny China's aggressive takeover of some African countries in the early days of the BRI. Those turned out to be some of the greatest investments in all of history though.
