I just remembered something else that kind of drives home just how much this impacts us. A man in the UK recently committed suicide because the landlord repeatedly ignored his complaints about issues with noise. He couldn't move and was trapped living there. Dying was preferable to him compared to continuing under those conditions. There should be some sort of balance there, based on how much things impact someone.
