I think it's a good idea to give cops some latitude in deciding what's actually causing a problem vs what is technically illegal but should be ignored. Not doing that leads to, essentially, homeowner's associations.
On the other hand that latitude can itself cause problems, so, you also gotta hire good people as cops. Otherwise they ignore people they like committing crimes and hassle people they don't like.
