If these are photos of printed documents, how on earth do they not have some sort of unique identifier that can be traced to an individual they were issued to? you would think that, at least at the higher clearance levels, there would be some sort of system to control and log every document that goes to every individual, so if a document gets leaked, you know exactly where it came from.
