Pay living wages for every job and you'll stop having this kind of crisis.
Workers are locked into their jobs by the combination of high cost of living and low available wages. They would move more freely between jobs if they had any security and then the supply and demand would become more fluid.
Or you can just substitute in another group you consider subhuman like women or children, I suppose.
