Oh no, they're not at current time.

I'm saying that they should be, because there is no practical way to trust the manufacturers of mostly-unchangeable CPUs not to be malicious.

So being able to functionally reprogram and remake them as needed gets around that (because micromanufacturing of CPUs at home is not happening anytime soon). But that only creates a new trust & bootstrapping problem, to which I propose the answer in OP.
