I just did some research and I am correct. There are two separate wallets and sets of keys.
One is the federated on-chain wallet where new fedi tokens are minted by depositing into the mint on-chain. This is controlled by a multi-sig wallet with keys held by the custodians.
The second is a single-sig lightning wallet, and this is held by the mint itself. It is a hot-wallet. When funds are deposited by way of the node's lightning channels, the mint also awards tokens to the depositor.
To deposit and withdraw on-chain uses the multisig wallet. You are free to deposit bitcoin into the mint for tokens without intervention by the custodians, but withdrawl on-chain requires a quorum of custodians approve and sign the on-chain transaction.
To deposit and withdraw by way of lightning, no custodian intervemtion is required and behaves identicaly to a cashu-mint.
