It seems to me that a lot of universities have spent a lot of money to attract international students, including massive capital costs for new buildings and contracts, to fill the funding gap, and now they're unable to plan ahead to the next academic year(s) with a combination of national and international uncertainty. Can't just turn the spending tap down when paying off loans for the shiny new campus!.
