I mean, I wouldn't want mastodon to get in the business of secure storage of PII, that's waaaaay outside the scope of this software. Better to make registration approval only and require some sort of application which includes age verification.

My synapse server (matrix) also doesn't have age verification tools built into it. Nor does my prosody server (XMPP), the discourse forum I run, or the IRC server I run. Many of these also theoretically fall under these laws. Each one would be solved via process, not expecting each tool to develop its own bespoke age verification system.
