To rent from such a cooperative, you have to become a member. The cooperatives often pay managers, which can be overseen by a board of members (my aunt served on such a board) and smaller owns can run by volunteers entirely (the own my father is a member of).
Typically one associates larger housing blocks with cooperatives, but it really depends on the cooperative and their history.
