I always thought Poland was the worst bureaucracy-wise.
However, after living in 3 different European countries (out of which one of those countries isn't in EU anymore, RIP UK) I can confidently say that Germany got us beat in this regard
In my personal opinion experience, best to worst to deal with are:
1. England (pre-Brexit, no idea about now)
2. France (LaPoste offering letter templates for common stuff is amazing)
3. Poland (It did get better over the past decade as you can take care of most stuff online now and if you make an oopsie it's usually not a big deal but older employees in more rural areas and incompetence are still relatively common)
4. Germany (Feels Poland from early 2010s, pretty much nothing can be done online, if you make an oopsie you're screwed)
