I think it probably wouldn't. Unless people actively defederated from instances that would defederate over hosting a wedge user. But if the aim is to defend freedom of speech, that wouldn't make much sense.

The result is probably that the wedge user gets their platform on an instance somewhere, but only reaches a limited slice of the fediverse.

It's all a bit messy, but I do think the fediverse is more robust to this sort of thing than a centralized platform with a single policy.
