The thing that's hard to convey unless you're raised in a developing country at its outset and not yet made the societal shift into thinking it's at developed or upper middle income country is this expectation that Other Countries Are Simply Better. Like, it's reflexive. If our services are good, then others are better. If there's a bit of a problem, Well This Is Not a Thing Overseas. A lot of the upper middle income and bougie urban xhs users fall into a similar category which includes then the ability to actually leave. So migration is an achievable ideal.
(Then in the meantime the Malaysians I know who migrated to Australia is disgruntled at how long passport renewal can take while people back home have it done in less than a day, for example)
