gov developed a opensource solution to verify attributes like age based on cryptography, the main idea is that you can get a "wallet" app for your phone which can contain something like signed attributes (like +18). The verifier (platform operator) wont be able to get more information than yes that person is +18 without revealing their name or exact age. The solution exists and is currently available for testing.

It was noted that the public does not want to be over-identified (whatever that means) and that every check must alternatively be accepted without the app, using a traditional ID Card or so.

In other words, the technical foundation for online verification has been established, but there are no regulations requiring platform operators to implement or use it. I would oppose such a regulation and I am active in organizations that would oppose such regulations.
