This is the reason I don't think it was a pro-shooter.
Experienced shooter, for sure. Maybe even former military.
They were probably aiming for the head. Head is a lot bigger than the neck. The impact is lower than the the drop at those distances though, so the shooter probably didn't have a DOPE card.
