Example, Italy has paid secondary education. I believe citizens should have to pay back that privilege even if they move to a different country and make more than they would in.
The US and IRS has already understood that reality has the bureaucratic and diplomatic reach to realize such a goal so they do with a citizenship tax. But the thing is only rich people have to pay money to the IRS over season so I generally don't care.
