Some would say yes, but what you are implying here, is that since the chance is not 100% the answer is no.
Before refertilization you go through an exam, to check if your sperm chords are still well, if they are there's every chance refertilization will work.
And of course they phrase it the way they do on that website, is the material you'll be reading before getting one...
