still wondering about doing something very silly like rating things with range voting on particular issues, and then treating each issue as a "voter" that then ranks with a borda count†.
the reason is because this would be voting based on multiple different issues about particular things. like when grading a state to move to "are the gun laws retarded" would be an issue of 1-10 and "are the abortion laws retarded" is another issue of 1-10.
each issue ends up with a different sorting of preference and the borda count merges the independent issues by simulating them as separate "voters" making a preferential choice
