Sure. Keep in mind that “no taxation without representation” was a Revolutionary War slogan used by the colonies to protest government by King George/ British Parliament. It is not Constitutional doctrine.
I suppose the justification goes something like this: Individuals who earn income in the U.S. benefit from the public infrastructure, regardless of their citizenship or voting status.
That’s why foreign nationals, whether here legally or illegally, minors, and others who don’t have voting rights are required to pay taxes.
