I think it's also important to recognize that the FCC and other alphabet agencies created massive amounts of regulation around application security. The government essentially made it Google's responsibility to police applications in such a way it "protects" users. They needed a way to offer that to appease regulators, without losing their asshole financially, as a company not known for prioritizing profits, at least until relatively recently. Id be fairly confident that's what happened.
I think it's worth remembering who _else_ to point the finger at as well _for what we have now_. It's a chicken-egg problem too though. Google made apps easy to obtain, unregulated. Users got ripped off because they're relatively retarded. Google wanted to spread android. Govt said, in order to do that, comply. So who's at fault?
