The substance is *safety*. The Teamsters want contractual protections to ensure crews are fresh and able to prevent railway crashes, derailments, and *explosions*.
CN & CP want to run crews until they're asleep on their feet, and if that blows up a few cities, well, that's someone else's problem.
Nationalize the railways!
