I'm not saying it's that, but it could be because the swastika is a Buddhist symbol that's very common in Japan, and the Japanese audience could be confused or even offended that's it's used as a symbol for bad guys.
(You'd be surprised how ignorant Japanese people are about history beyond their borders... Or even within their borders at times).
