It was thought to reduce resource usage by the population during war, I think WW1 but don’t remember. Maybe it worked, but it certainly doesn’t have that effect today. If malicious and not just negligence, I think it has more to do with decoupling understanding of time from nature. Making “time” abstract and subject to the will of the government rather than a feature of nature.
