They have oil, which is much easier to trade with... Russia already took control of Niger which has better and cheaper yellow cake to sell to all of BRICS. Also a lot easier to move.
You can't just send in tankers of water to fix their problem. The "solution" would be to reduce population by half if they lost a single major water source. They're kind of fucked. I mean that's normally how large city states die historically anyway.
