Sadly, it usually takes some horrific event to have their licenses revoked. Typically their family steps in. My grandfather totaled 2 cars in a 6 month period, no major injuries to the people involved. My mom and her siblings told him they were thinking about having his license taken. He told them he knew he shouldn't still be driving and gave it up.
