I suspect that in a society where the state doesn't have a monopoly on violence, and in a less litigious society, strangers might stick up for others more often. This is just my suspicion, though, without a lot of evidence to back it up.

Police are not going to stop people from beating you up, because they don't care and they're not there in the first place. Bystanders might be deterred from helping, if they think they'll go to jail for neutralizing your attacker.
