TBH I think it's more complicated and subtle than that.
From people I know in their 20s and 30s there are quite a few who are not only not interested in having children, but also not bothered about having partners.
I don't claim to understand why this has happened but work life balance is not it. Simplistic narratives of 'they are all in their bedrooms playing on consoles' also miss what has changed.
Doesn't take much of a shift to lead to declining birth rate.
