Charging infrastructure is key: if you live in an apartment building it's not up to you individually to decide where and how you can charge your e-car. (For e-bikes, you simply carry the battery upstairs to plug it in).

In densely populated Delft (Netherlands) I see a single car charging point at an intersection flanked by 400 apartment units. That's not charging infrastructure, that's a slap in the face.
