In Austria (according to former patients of my mom, who were police officers), the primary reason why driving +10km/h over the limit is tolerated is not that the penalties are so low, but because it gives the police a legal reason to stop every f&cking car because legally 95-99% (educated estimate) of the cars here are speeding.
