Its certainly contributing to the stagnation but it is not the only aspect to the problem - a lack of increase in productivity plus a major problem with financial resources being directed into property (which one might argue, I accept, is part of the distribution issue) alongside more amorphous problems like the UK's problem wth 'management' and the de-valuing of much productive education.... and so on - all of these compound or are compounded *by* maldistribution
