for the most part I never exposed partial updates because they are too fraught with caveats to be useful to most users. And, from there, the churn of new products kept me too busy to do anything but implement new display revisions.
Also I guess pure C userspace drivers can be wrapped with Python, ala rpi_ws281x, WiringPi and most any other low level IO available to Python.
