I was taught 1:100, but that's surely not exactly correct. But the exact number is not important. The point is to understand that if three people tell you they think the soup is salty, WAY more people ACTUALLY think that, but aren't telling you. It's a principle taught in hospitality, because many people instinctively assume the complaints they hear are the only ones there are, when the actual figure is orders of magnitude higher. You just won't hear from those people.
